Prelude to Eden
A while back I did a post about the web site of FX animator Michel Gagne, there I saw a still from this film, but as it was placed in amongst images from Ratatouille, Iron Giant and Clone Wars I hardly gave it a second thought. Luckily Alan Cook over at the Cooked Art Blog drew my attention to it once more and found a link to the whole film.
Prelude to Eden is quite old now, but its some of the best 2D animation I've seen in a while. You just have to love all that snappy timing and simple clear character design.

Well this is obviously Gagne's student film due to it's controlled script, nothing too ambitious, like the beginning of time and the Universe, or the use of robot beings and exploding planets...
Nice moving to music. A physical, rather than spoken, dialogue.

This is kind of off the subject, but are there any concept artist/traditional 2D animation jobs available in the Los Angeles area? I just graduated from college with degree in Studio Art, and I'm desperate to find a job in this field.

Nah. This was his student film. Got him into the 23rd Tournee of Animation and a job with Don Bluth. See it and weep... I remember seeing it in the Tournee, and as soon as I saw Prelude I knew it was the same guy. His SFX are distinctive and stunning, and it's not fair that he can do nifty character animation too.
As for animation jobs in LA, I am not from the area, but my gut feeling would be that there are more there than in any other single city in the world!
