last time I saw clips like this, it was done with the simple trick of using flashlights. not sure exactly how, but someone would be in the background of the light image, 'drawing ' it with the flashlight to create the exposure. I saw one a while ago that was shot in an underground carpark (at night once again) and there was a person wearing black, running in front of the camera creating a 'running horse' out of light, using a flashlight.
