Not So 3D

This is some of the least 3D looking 3D I've ever seen. I've had a play with the Max and Maya toon renders and never managed anything like this. I'm thinking that maybe thay draw over it in flash or illustrator or something. I'm sure it is 3D, the give away is when the characters turn their heads.
